Video A or B

Ok heres the deal, I've narrowed it down to two possible set ups for my capture card and my current crappy but not so crappy pc.
both of them quality has been taken down cause I will be uploading vids and in NZ we have slow ass bitch up/down load speeds and data caps.
Test video A is around 0.54 megabytes for each second
and Test video B averages at around 0.24 for each second.

Is the huge drop in quality worth the cut in half of video size?
btw my capture card is much more powerful than what I am showing you, its just like i said my current pc is balls crap and it laggs like fuck and the high quality eats through space i made a lagged up 7 min vid that took up 7 gb of space, not good.
And yes I know the sound is stuffed on both vids, I was mainly working on the video, I will sort out the sound later lol.
