I was going to suggest the wiki as well

If you played (or know about) Fallout one and two then you can kind of figure out the story, as if you look in the screen shots your character is wearing an NCR (New California Republic) vest.

He also had a NCR flag. BTW, what is with that cowboy? I hope he isn't the new Vault Boy, cause that cowboy scared the shit out of me. Also, what do you think the 77 on his vest and the 7 on his helmet mean? In the comic commissioned by Bethesda from Penny Arcade, the guy is in Vault 77, where it's just him and a bunch of puppets.

I doubt that you're from vault 77... you can actually find a vault 77 jumpsuit and a note about the puppet master in Fallout 3.
