hmmm... I'm not sure, but possibly you could just null out the explosion on the frag gernade and add some smoke effect...

I'm sure there's a way to do it using hex editing, but I don't know what code to edit. You can most likely do it with eschaton as well...
I'VE GOT IT!
Ok, open your map in eschaton and go to the particles tags.
Click what ever smoke you used (i did frag gernade/effects/drifting smoke)
Go to main -> floating point numbers in the meta editing window
Click on lifespan and edit that to whatever you want!
Theres also lots of other stuff in there that you can edit which can make the smoke even cooler, and i'm pretty sure theres some way to change it's color!

2 problems
the smoke is way to thin and it keeps drifting away

i tried that but it deluted the smoke so that it was barly visible

yes but it kept getting lighter i think it might have something to do with the bitmaps here is a link to a mod with a working smoke grenade(halo mac demo) http://mac.clanhalo.net/index.php?page=mods its the coliseum mod on this page just throw a plasma nade

I sorta got that working on the xbox lol, just have a hard time getting more smoke, think I know how but.... I'll post a pic if I can get it to work, good luck with your pc one
