Basic info:
The world is divided into four main factions. Each faction relies primarily on a separate energy source.
Factions:
The Steel Empire:
A government with a complex hierarchy of ministries and departments, overseen by the emperor. The most powerful sub-section of government is the Ministry of Propaganda, whose leader is said to rival the emperor in power.
The Empire is situated in a area that was once a lush forested valley. These serene surroundings have since been completely destroyed to fuel the gigantic boilers that are essential to the Steel Empire's power source: Steam Power.
Steam Power may seem archaic, but the Empire has used it very efficiently to power weapons, vehicles, and other technologies. The Steel Empire's most iconic symbol must be the airship, a testimony to the power of steam technology. Although powerful, steam power does not come without a price - steam powered technologies are prone to overheating, and in extreme cases, exploding violently.
Republic of Noon:
A democratic socialist system of government, in which most major services such as banks and health care are owned and operated by the government, but private enterprises may be established.
The Republic of Noon is located in a barren, hot desert area which is constantly bombarded by the sun's rays. The Republic takes great advantage of this, and its main energy source is solar power.
Solar panels have been adapted to power nearly every kind of device, from rifles to air conditioning. The main problem with using solar power in a portable device is that as soon as its user moves out of the sun (underground/ indoors), the device must operate on backup power, and eventually will fail.
The Azel Federation:
On the outside, the system of government seems democratic, but the Azel Federation's government has been revealed as highly corrupt. Effectively ruled by rich "nobles", the president is little more than a figurehead. Some of these nobles have become so self possessed and obsessed with power that they have begun calling themselves "Maestros". Religion plays a major part in the Federation's society, and the power of the Church is very great.
The Federation is located at the side of an immense ocean, and thus uses water power to great effect. The Federation's capital city is located several miles underwater.
Pressurized water is the least powerful of the four energy sources, but it takes up very little energy to fire, and can be used anywhere.
The [insert name here] Republic:
A completely democratic governmental system, its one real problem may be that it gives the people to much power. The Republic has a very high-tech society, and underground hacker organizations have been popping up frequently and wrecking havoc on the internet.
The Republic is located in the center of a vast forest, which is dotted with deep caverns. From these caverns, the chemical element Strontium-90 can be extracted and converted into a usable form. Strontium-90 is used as fuel in radioisotope thermoelectric generators, which give the Republic much of its power.
Practically any device can be powered by radioisotope thermoelectric generators, but at a cost - great amounts of Strontium-90 are consumed. Also, the generators are known to electrocute their operators if used in rainy conditions.
So basically:
Steam Power - Extremely powerful, but prone to overheating.
Solar Power - Moderately powerful, and you never run out of it (when you're above ground, at least). When its raining or you are inside, your weapons have to rely on the energy they stored while above ground.
Water Power - The least powerful, but most water powered weapons use very little power when fired, and you can take your weapons anywhere and still be able to use them.
Cyber Power - Second most powerful, but firing cyber powered weapons takes a lot of energy. Also, firing cyber powered weapons in the rain or while in water will electrocute you.
I changed/ added some things, and am renaming the ciberium republic.

There are two playable characters per faction: [All character names are for development purposes only, and are subject to change]
Steel Empire:
Goggles - Glorious airship pilot, never questions her missions and does everything for the sake of her beloved empire.
Propaganda - Depressed and emotional young woman, she is currently employed at the Ministry of Propaganda, but has thoughts of dissent.
[insert name her] Republic:
Matthew - Although rather unskilled, he is the leader of a hacking organization. It is unknown if he even knows how to program, but dreams of one day "taking over the internet".
Alvis - Pop idol, she hates her profession and shares Matthew's dream of domination.
Republic of Noon:
The Collector - Abducted by Steel Empire hired men at a young age, he was subjected to various experiments. Somehow escaping from the laboratory, he is covered in bandages and wears a oxygen mask for survival. Since escaping, he has become a religious leader, but holds a deep hatred against the Empire.
Sicron - Mysterious mercenary, occasionally hired by the government to perform less than admirable tasks.
The Azel Federation -
Maestro - An aging noble, he reluctantly serves the Church and longs for change.
Yuki - A young rebel, she wants revenge after her father was assassinated for speaking out against the government.
Gameplay: My goal is for the story and environment to greatly influence gameplay. For example, the energy source of the faction that your chosen character uses will power your weapons (you can buy other faction's weapons, but good luck maintaining a radio-scope generator underwater ). This influences the game in a number of ways. For example, lets say that your character is Noon, and thus uses solar powered weapons. You would be very powerful above ground, but when you enter a underground or indoor area your weapons would be running on back up, and would soon run out of power.
The ever important battle system!: The engine uses a tile based nav system (think the v6 engine) for a fast paced, while strategic, type of battle. Before your character's turn, you select the movements to take (basically you highlight the tiles on the path your character will take). The AI then takes it's move. Finally, the battle begins in real-time, you and your enemy have 11 seconds to battle it out from your current positions (your character can only move within a small area around his current position in this phase).

Pertaining to the topic at hand... I love Virginia! My uncle lives there and there's this really good ice cream place next to his apartment, oh, and don't get me started on how much fun seeing the Smithsonian is!
